Will the Comprehensive Social Compact include:

• the Public Finances & the Social Compact; Infrastructure Development & the Social Compact;
• the GDP Growth Rate & the Social Compact;
• a Capable State & the Social Compact;

Or will it only amount to motherhood and apple pie statements?
